Sustainable Educational Environmental Development (SEED) Balochistan is a dedicated nonprofit organization committed to empowering marginalized communities through inclusive education, climate resilience, women’s empowerment, and human rights advocacy. Since 2003, SEED has worked closely with local communities, combining grassroots action with national development goals to create lasting social and environmental impact. Our participatory approach ensures that every project is designed with the people we serve, fostering resilience, equity, and sustainable futures for Balochistan’s most vulnerable populations.

Mr. Rahim Bakhsh Khetran is an accomplished development professional and policy expert from Balochistan with over fifteen years of experience in education, community development, social protection, and public policy. As the Chief Executive Officer of Sustainable Educational & Environment Development (SEED), he leads initiatives that promote inclusive education, gender equality, and environmental sustainability across underserved regions of Balochistan.
Mr. Khetran holds a Master of Philosophy (MPhil) and a Master of Science (MSc) in Anthropology from Quaid-i-Azam University, Islamabad, and a Postgraduate Fellowship in Public Policy and Administration from the University of Minnesota, USA, where he studied as a Fulbright–Hubert H. Humphrey Fellow. His academic training in social research and policy has guided his work in designing and implementing evidence-based programs that address the interlinkages between poverty, education, gender, and environmental resilience.
Before leading SEED, Mr. Khetran worked with several international and national development organizations, including the Asian Development Bank (ADB), Secours Islamique France (SIF), and the Rural Support Programmes Network (RSPN). He has managed large-scale education and social protection programs, coordinated data validation and community mapping exercises, and contributed to policy research on rural development, gender-based violence, and community-driven models in Balochistan.
Throughout his career, Mr. Khetran has been recognized for his commitment to participatory governance and capacity building of local institutions. He has successfully led multi-sectoral initiatives integrating education, health, and environmental sustainability, and has advocated for gender-responsive approaches to planning and development.
A published researcher and photographer, Mr. Khetran combines academic rigor with creative storytelling to amplify local voices and promote inclusive policy discourse. His leadership at SEED continues to strengthen the organization’s mission to empower communities through education, evidence, and sustainable action.
